It is a long-term plan hoping to expand the urban boundaries of Saskatoon to include its regional partners is the new growth strategy that will take the city up to and above one million people in the next 50 years.

3 D7 d. Z! ~% b* E3 t) @: [. y! f“There’s wonderful opportunities here for everyone to succeed and it might take a little longer for those to benefit from all the expansion we’re talking about, but the important part is to encompass growth well into the future,” Atchison said.

That’s the vision behind the City of Saskatoon’s latest Regional Growth Strategy. A plan based on partnerships with the Rural Municipality of Corman Park, Martensville, Warman and Osler.3 Y: C( k) A2 A$ V. O4 U

* L% V( V" a, K- v5 S' \9 P- JCity manager Murray Totland explained the over-arching plan is to expand the city’s urban boundary.
$ L/ a/ ^9 d# n6 j5 g7 ^) I9 X0 P9 x1 T
“What we’re presenting is a starting point of what a future urban boundary for Saskatoon and Region could be,” City Manager Murray Totland said. “But obviously it’s going to need a fair bit of discussion with our regional partners before we come to any conclusion as to what it looks like in the end.”

! u: x' G- [* s& {Alan Wallace, general manager of the planning department at city hall, said recent federal estimates show that Saskatoon is seeing an annual population increase of about 10,000 (four per cent). Last year his department adopted a growth plan to accommodate a population of about 500,000. The new growth strategy presented on Wednesday takes the Saskatoon Metropolitan Area over one million.

“The opportunity is, we can have a bigger city, a bigger urban area to accommodate the growth we expect over the next 60 years,” Wallace said. “That’s the key; we need to be ready for growth and the growth study indicated that the status quo is not going to get us there.”

Until now the planning district has a plan that would accommodate up to 600,000 people in Saskatoon, but as the city inches close to 400,000, Wallace said the city needed to start thinking ahead and they’ve now come up with a much wider regional boundary making room for many more neighbourhoods. But it’s not all set in stone.+ k+ J8 S; {8 R" t# M# c. e

“Until you start getting into the more detailed analysis of planning, there could be a lot of criteria or parameters that might not allow us to develop these areas, maybe it has to remain rural or has some environmental restraints,” Totland said.

% i' B# E: O  r" l7 s4 ?3 V' ?, @* ACurrently Saskatoon offers various services to surrounding municipalities including firefighting service to Corman Park, SaskWater services, a regional landfill and access to library and leisure facilities that have no residency requirements to access these services.

$ Z1 G3 J5 u/ o$ ?, ~& Y5 xTotland said if Saskatoon is to ensure sustainable urban and rural growth, it will require regional partners and a framework for regional planning.5 a- o4 L5 U4 w: h# u& V/ ]/ |) s6 X

G# c( w“We’re just suggesting that the district needs to be a little larger and we’re not saying there can’t be growth in the boundary, it would just happen in a more co-ordinated fashion with all the regional partners involved,” Totland said, adding partnerships could facilitate cost-effective servicing and affordable infrastructure solutions down the road.

3 x* s- z+ J+ G5 `3 }Much of the future urban boundry expansion wraps around the east, west and north ends of Saskatoon with very little room for growth to the south. Totland said because of the number of developments already south of Saskatoon, it creates a barrier for the city’s growth strategies., ~/ h1 [7 T% E+ l$ t

$ f- p" e7 ~) X/ f1 R“One of the difficulties cities have when they want to expand boundaries is if development has already occurred beyond the boundaries, it’s difficult at times to incorporate that development into the city’s fabric as it needs to grow,” Totland said. “There’s been a lot of country residential development that has occurred south of Saskatoon and that does create a bit of a barrier to allow us to grow south so our opportunities are mostly to the northeast and likely west.”

* Z' O( `' o: d$ _$ ]9 X# L* LNow that the partnerships have formed, Totland said development from all partners is possible, not just Saskatoon, but any sort of development needs to conform to the planning framework set out by the Saskatoon Regional Partnership and Planning District, which will be established later.
$ `$ P) [+ T4 _% P  ^+ ?/ S

L% r* }; n5 \" q“We are having a planning forum in the fall (November) as we feel that’s going to be a great opportunity for a lot of the interests to come together and have a thorough discussion to see how this can evolve,” Totland said. “This is a process that will take some time.”
